Effectiveness and Legitimacy:Citizenship Education as National Curriculum—Survey on the Risk of Citizenship Education Curriculum in England

Risk of citizenship education curriculum was aroused by a new round of na-tional curriculum reform in England from 2011. As omitted to distinguish the difference be-tween effectiveness and legitimacy and their logics in citizenship education as the nationalcurriculum,as well as ignored its particularity,it puts the disputes around citizenship edu-cation fall into pragmatism. Special relationship between citizenship education and statebuilding has not only created a legitimate foundation for citizenship education as a nationalcurriculum but also made citizenship education a new and special curriculum. Discussionsand introspections around the risk of citizenship education curriculum in England could beconductive for us to thoroughly understand the essence of citizenship education and the na-tional curriculums.
