Recognition and Human Resource Management of Incompetent Teacher in Japan

Incompetent teacher is a significant problem confusing Japanese teachers' reform. It is necessary to clarify different concepts of incompetent teacher and to raise theawareness of this issue. Incompetent teacher human resource management system is estab-lished on the bases of recognition,training,handling and other related systems and policies.Although this system has been improved after receiving suggestions from the ILO and UNE-SO,there are still many important problems that needs to be resolved.
