The Principle of Subsidiarity and the Dominant Position of Economic Organization in the dualSystem of German vocational Education

Acting as the guideline for national vocational education in Germany,themain idea of the principle of subsidiarity is that vocational education is the common coursefor both nation and economic organization. However,in terms of allocation of responsibili-ties,economic organization takes the dominate position while nation playing as assistanceand support. By applying the principle into practice,vocational education in Germany hasdeveloped a fundamental framework consisting of self-management,self-responsible,andnational assistance. Guiding by the principle,national authority has a conservative attitudetowards the business-embedded model in vocational education as well. The economy hasall the responsibility authority to implement internal training by themselves. Meanwhile,this self-management is achieved by national authority and economy's following to the prin-ciple of joint participation.
