Review on the Policies of New Primary and Secondary National Curriculum and Academic Assessment Reforms in England

The English Department of Education announced the policies of new prima-ry and secondary national curriculum and academic assessment. The new policies select es-sential knowledge as the orientation of new national curriculum,strengthen school externalaccountability,and improve the standards of qualification exam system and the rigorousnessof marking,all of which are to rebuild the credibility and glory of English basic educationand to compete with the world' s best education system. In the respect of the policy-makingprocedure,England' s government embodies a range of good characteristics:transparencyin process,clear- determined responsibility,operational specification,formal democracy,systematic and professional documentary. From the perspective of policy implementation,there are various contradictions between the national will and professionalism,elitism andpopulism,social welfare and vigor.
