Higher education is an important underpinning to succeed as a knowledge economy. The newly launched report Success as a Knowledge Economy:Teaching Excellence,Social Mobility and Student Choice, which is on the basis of reflecting the problems and challenges of higher education development since 1992 in UK,outlines the future blueprint of the reform from three aspects of a competitive market, choice for students and updating the regulatory architecture. For the first time, the reform will establish a level playing field of register for all providers and a risk-based quality system to regulation, implementing the Teaching Excellence Framework which will, for the first time, link the funding of teaching in higher education to quality and not simply quantity, and create a new single market regulator that takes the student interest in its heart. These reform ideas and measures will become the action guide of UK higher education reform in the future.
