Model of rational water resources allocation in sandy river areas and its application

The history of water resources allocation theory is summarized;combined with well-developed theories,the water resources allocation in Yan'an City, which is the representative areas of the sandy river areas in China,is researched. The model of water resources allocation in sandy river area has been established;and the features and the measures of allocation have been analyzed. The rule of reservoir operation and the rule of pumping engineering are added in this model; the effect of sand content on water resources development has been considered; so the actual condition has been reflected suitably. Meanwhile, the analysis of water cycle system and water environment system have been combined in this model; it ensured the harmony between social-economy system and eco-environment system. Based on this, the rational water resources allocation for Yan'an City has been completed; and the results are also supplied. It can be useful to make the scientific decision. Finally,some proposals for rational water resources allocation are proposed.
