The Reason for the new politics carrying foward chinese modernizaion in the last years of the qing dynasty

The New Politics in last years of Qing dynasty was a transform more overall and deeply than Constitutional Reform and Modernization. It made positive contribution to carrying forward Chinese modernization .Because it was led by the Qing government, and had authority and legitimate on the politics. Therefore it was iesponded ty, the people at the bottom of society.
