China's TVE:the change of ownership structure and present status

Since the economic reform, considering the ownership structure of TVE, the fixed assets of township-and-village-run collective enterprises have accounted for big share of total fixed assets, but the percentage has been decreasing in recent years. And the number of rural enterprises under village level has been increasing rapidly. Now the property rights reform of TVE, which adopted the forms as share-holding co-operative system, group company, consolidation, leasing, auction, etc. is continuously deepening and the ownership structure is also changing. The reform also induced the problems such as who should burden the costs of enterprises transformation, how to manage the value assets collected from the sale of collective enterprises, and how to deal with the diminishing community feature of collective enterprises. Meanwhile, the TVE's definition, function and meaning as a specific enterprise form are questioned.
