Discourse on Tibet Human Resources Development and Education System Innovation

In the 21st century,knowledge and technology will become the leading factors in economic life.It will make clear to all that a productive force revolution and the future economical pattern are brewing.The human resources,as the main integrant part of the productive force,will certainly play a pivotal role.However,in terms of the general development of education and human resources management,Tibet obviously lags behind.A new environment and a new test are involved in changing the state of educational innovation and human resources development in Tibet from progressing unceasingly to comprehensive prosperity,or from the pattern of 'transfusing blood' to the pattern of 'producing blood'.Therefore,we must summarize the essential experience of the continuous progress of educational innovation and human resources development in Tibet.This experience can be taken as a reference and the starting point to reform and innovate Tibetan educational pattern unceasingly.Accordingly,an impetus is given to promote comprehensive developmental capacity of human resources.Besides,by inspecting the current system of educational innovation and human resources development,a new foundation will be laid for this basic pattern which will impetuse educational innovation and human resources development through system alternation.
