Rural Human Capital Investment Dilemma Analysis in Tibet

The overall qualities of rural population are not very high which has gradually become a serious restraining factor for poverty alleviation and sustainable development in rural Tibet.This reflects a great need in enhancement of human capital investment.This paper points out the existing difficulties in human capital investment in rural Tibet which are lack of localized rural school mentality;low faculty quality and educational quality;biased concept on educational investment;the capability for primary health care service is low;and lacking basic health care knowledge.Regarding these difficulties,the paper suggests an important approach to improve the development capacity of rural population.This approach covers the following aspects:optimize the structure of education development;focus on building capacity of the faculty;enhance training for adults;paying more attention to women and children's health care
