On Constructing the Double-dimensional Indicator System of Civil Servant Assessment

A Scientific and reasonable indicator system is the core elements of evaluation mechanism,and is the foundation of the effective assessment.Scholars construct index system according the assessment content,but they construct different and even opposite indicator systems each other because of different principles. Accordingly,it is necessary to establish indicator system by the two-dimensional view of the range and strength,which should be Consists of four parts:veto index,general index,character index and additional index. But in practice,the two-dimensional indicator system needs to be placed in specific assessment methods to decompose and refine.
