Motion complexity-based rate control for video coding

A motion complexity-based rate control(MBRC) scheme was adopted in any motion estimation/compensation(ME/MC)-based video codec having various macroblock partition modes.The scheme used ME,motion vector(MV) after mode selection,texture information and macroblock code information as motion complexity.Then the macroblock type was confirmed and the quantification parameter of each macroblock was adjusted at macroblock level to distribute more bits to more sensitive area of human vision system(HVS).The rate at frame level was controlled using the feedback information of each coded image,and preferable vision effect was achieved when the channel rate was restricted.MBRC needn't overhead calculate motion vector,mode and texture information and can increase the speed of encoding process.
