The Bureau of Mongolian and Tibetan Affairs was a central organ in charge of the affairs of the borderland regions, which played a unique role in the borderland administration from July, 1912 to April, 1914.This paper, based on archival materials, studies its establishment, structure and work in borderland administration; it also analyses its function and influence.
