On the Position and Authority of South Xijiang Grand Ministers during the Qing Dynasty

The article presents an analysis of the qualifications and authority of the position of South Xijiang Grand Ministers which were appointed in the cities of South Xinjiang,and concludes that South Xijiang Grand Ministers must be chosen among candidates who at least had the third rank in ranking system,just as the Kashgar Counselor Minister,they can be trans-appointed among Grand Ministers in other regions,they had independent authority vested in their position.These features of the position was related to the contemporary transportation,correspondence,military logistic,lack of stationary solders,as well as the Qing government's policy to administrate every region separately.Until the late period of the Qing Dynasty,the status of separately stationed arms and independent authority was changed by provincial institution.
