Intercommunion: the Purpose of the Government and the Desire of the Mass of Common People ——Case Analysis on “Wuyuan Back to Anhui Movement” in Republic of China

In the period of the Republic of China, Wuyuan, formerly subordinate to Anhui Province, was designated as a county of Jiangxi Province. This change gave rise to a 13-year “Back to Anhui Movement”, which, divided by the victory of World War II, consists of two obviously different organizing forms. Impelled by the heated movement, the Ministry of the Interior counseled with the local governments of Anhui and Jiangxi and they reached a final decision to return Wuyuan to Anhui Province. By analyzing this event, the thesis made an attempt in probing and presenting various attitudes and behaviors of central, provincial and county-level governments and officials, Anhui and Wuyuan folks resided locally and outside their hometown, all motivated by their own interests. Also included are the interaction between natural and cultural factors on the one hand and the relationship of administration and region on the other during the adjustment of the administrative layout.
