CASE STUDY OF FULLY WELL-OFF INDICATORS SYSTEM BASED ON PUBLIC PARTICIPATION

Public participation and specialist consultation are two different ways to establish indicators system. In this paper, public participation was used to gather basic information to set up a fully well-off indicator' system. 493 participators,caming from 3 counties in Shanghai with different economic development levels,were divided into four groups,including government officials, middle school teachers, middle school students and local residents,were involved in the activities. The fully well-off indicators system as made based on the participators' recognition, which covered 4 core indicators, 9 extended indicators, 5 additional indicators and some local or special indicators for certain region or group. The research showed that social development status was the main aspect that participators cared mostly in the process of fully well-off construction, and the indicators were: the population quality, quality of school education, public security, social welfare and insurance. Participator's social backgrounds affected the understanding and demands of being fully well-off.
