Regional Differences and Influencing Factor for Sustainable Energy Development of China

SHEN Lei1 LIU Li-tao1,2(1.Institute of Geographic Sciences and Natural Resources Research(IGSNRR),CAS,Beijing 100101,China;2.China Graduate University of CAS,Beijing 100049,China)
On the basis of clarifying the connotation of sustainable energy development (SED),this article established a sustainability evaluation system for it in terms of four aspects, including the integrity of energy sustainable supply, the resources supporting capacity such as energy, water, land, forest resources, integration between national sustainable energy policy and regional planning, and environmental sustainability.By using our quantitative evaluation system,We analyzed regional differences and influencing factors of China's SED.Authors argued that sustainable energy policies and environmental sustainability are the key constraints to SED,and resources supporting capacity is an important basis for SED and energy supply capacity is the core factor of SED.In regard to regional differences of SED,the energy sustainability of western China is the strongest sustainable region, followed by the central and the eastern China.Energy sustainability of the coastal areas (including the eastern, northern and southern coastal areas) is the weakest, followed by that of the northeast and the middle reaches of the Yangtze River region.Energy sustainability of northwest, southwest areas and middle of the Yellow River region are the strongest areas.By establishing a SED index system and quantitatively evaluating sustainable energy development, authors found that diversifying development to enhance energy supply capacity, establishing and improving the environmental tax system, adopting appropriate measures to promote sustainable environment development are the best choices for China to promote sustainable energy development.
