Disaster-affected Population Rebuilding-will and Influencing Factors in Wenchuan Earthquake

The key issue in the program lies in the rebuilding-mode:at former location or to new places.The rebuilding-will means the inclination of victims after the May 12th earthquake on different rebuilding-modes.It is the precondition to have a good understanding of rebuilding-will of the mass in order to formulate and implement a scientific rebuilding program.We investigated 1243 victims in most five worst affected disaster areas in the form of household interview,and found that what influence the rebuilding-will significantly are victims' former county,stay at present,registered permanent residence,education degree,and so on.The author suggests the rebuilding should respect the williness of the victims.The authors also suggest that local and national government and organization should take the following considerations:Choice of the rebuilding-mode should sufficiently combine with rebuilding-will and the practice.Combining current temporary allocation sites,make reasonable plan for the overall urban-rural arrangement.Implement the post-disaster-reconstruction project combining with poverty alleviation and urban-rural balance development.Improve the victims' employment skill and education level so as to improve the ability of adjusting to living in new conditions.Emphasize industrial restoration and reconstruction,especially the industrial sectors of the people's livelihood or with high employment capacity.
