China's Provincial Industrial Technology Efficiency Based on Energy Conservation and Emissions Reduction

Within meta-frontier production function framework of energy consumption and carbon emissions,this paper employs slacks-based measure approach which is non-radical and non-oriented to assess the industrial technology efficiency of 30 provinces in China from 1998 to 2010.The regional difference and influencing factors of industrial technology efficiency are discussed in this paper.we get the following results about industrial technology efficiency evaluation: ① traditional efficiency evaluation which ignores the constraint of energy and carbon emissions overestimate industrial technology efficiency,② the national and regional industrial technology efficiency has gradually climbed up,but the average level is relatively low,and ③ the industrial environmental efficiency of eastern region is substantially higher than central region and western region.The empirical results of Tobit random effect model based on panel data show that a U-shaped curve relationship exists between industrial environmental efficiency and per capita income,fiscal decentralization,industrial ownership structure and export activities respectively play a negative effect on industrial environmental efficiency,but the negative effect from fiscal decentralization is mostly significant.Our results also indicate that FDI,RD intensity and imports basically improve industrial environmental efficiency,which support Porter hypothesis but reject the pollution haven hypothesis.In order to promote industrial growth transformation based on energy conservation and environmental efficiency improvement,we should focus on not only environmental technology innovation,energy structure optimization,the entry of foreign investment but also fiscal decentralization,local government performance evaluation and property rights reform of state-owned companies.Only through breaking the institutional bottlenecks deeply,can we really push industrial companies to promote energy conservation and emissions reduction and finally realize industrial transformation and upgrading.
