The Impact of China's Economic Structure Change on Energy Consumption

This paper analyzes the impact of China's economic structure change including sector and industry structure on energy consumption,using energy intensity decomposition and energy consumption increment decomposition methods.During 1996-2011,the sector structure change slowed down the increase of energy consumption which was caused by the rapid economic growth of the tertiary sector.The industry structure change resulted in energy savings which was caused by the decline in economic growth of the key energy-consuming industries.China's present rapid urbanization process,export dependent economy and local government economic interests pursuit make the economic development towards heavy-duty industry trend more obviously,which seriously restricted the economic structure adjustment.During the 11th Five Year Plan period,the rapid development of service sector and the elimination of backward production capacity policies had impacts on structure adjustment.Meanwhile,the proactive fiscal policy responding to economic crisis drove the high energy-consuming industries to grow in short-term,causing excess capacity and energy resources waste,and became an obstacle to economic structure adjustment.To optimize the economic structure,China should control economic growth,establish consumption-led model,promote producer service industry,and adjust multi-level industry structure.
