Vicious Circle of Poverty,Welfare Dependence and Re-employment Income

Since the implementation of China's social relief system,vicious circle of impoverishment has been curbed,and welfare dependence appeared.From re-employment situation of the recipient families members,does re-employment income make them come out of poverty? Based on China's micro data of 6 provinces,we use Mincer Model to do empirical research on the issue.This paper analyzes the re-employment social asisstance family and re-employment income differences.The results show that social assistance and non-assistance family wage are very different about the wage index.And among all explanatory variables caused by the difference mentioned above,the effects of the assistance family characteristics accounted for more than half.About 29% of the social assistance family members could get rid of 'impoverished vicious circle'.This paper took the the impoverished vicious circle as a breakthrough point to find a way to help the assistance families get more incomes by transforming from dependence on welfare to re-employment.The paper put forward suggestions that social relief measures should be changed with the dynamic,economic and social development level,should not excessively emphasize on absolute poverty relief,and should formulates the corresponding social relief system from perpections of poverty of rights and political poverty.
