Stepping up Soil Loss Control Powered by Reformation and Open Polily

About 100, 000 km2 area was suffered from soil and water loss in the shanxi Province, 46, 000 km2 of which has been controlled since the founding of New China. A net increament of 19, 000 km2 was controlled in the recent ten years, with an annual increase of 2%, The basic methods used were as follows: (1) Oppor-tunely summarized the experience and spread small watershed control system based on household contracts, The contracted households have reached 427, 000 in all of the province and 13, 000 km2 area was harnessed by household coutracts; (2) Built high standard farmland by reconditioning of the land with loans and farm-ing with repayment; (3) Carried out the soil and water conservation work through influx of foreign invest-ment; (4) The governmental departments changed their function and established economic entity to improve their service. The soil conservation work in 1990' s should be fulfiled on the principle of increasing economic and ecological benefit as weel as decreasing the Loss of soil and water, especially of increasing econonic ben-efit. The system of organization of soil corservation should be reformed deeply to establish a new one full of vigor and potent. The small watershed contract period, rights of maintaince and usage will be prolonged to more than 100 years. The input for soil and water corservation will be increased gradually. Supervision and maintaince will be strengthened in consideration of the problem of harnessing and destructing simultaneous-ly.
