Position and Role of South and North Pan River Soil and Water Conservation in the Development of Yunnan and Guizhou Province

Located in the hinterland of the channel leading Yunnan and Guizhou provinces to the sea, and upper reach of Zhu River, the south and north Pan river area is endorsed with rich natural resources and severe soil and water loss owing to thin soil layers and steep slopes in mountains, as well as deterioration in ecological environment. As one of key and important components for implementation of great development of Western China in the two provinces, soil and water conservation ecological environment construction plays an important role in achieving richness and poverty alleviation of local people, development of tourism, flood prevention and disaster reduction and so on. The mind set for ecological environment reconstruction should be to control increase of population, enlighten pressure for environment, comprehensively harness soil and water loss, optimize industrial structure, develop ecological economy, control the trend of ecological environment deterioration, and recover cultivated slope land to forest and grass on schedule.
