This article is an in-depth study of systemperformance of allowing commercial banks to issue juniorbonds. It is believed that commercial banks will have toface the challenge of market instability, weak financialstrength and incompetent legal protection. To put into fullplay system performance of junior bonds, efforts shall bemade in improving financial foundation, facilitatingmarket oriented bonds issuance and circulation,optimizing disclosure and rating system, and cultivation ofinstitutional investors.
