Water resources rational use and conservation of. Karaxahar River, Bagrax Lake and Kongque River in Xinjiang Uygur Autonomous Region are very complica-ted system. Because the deviation of water resources in upper reaches and lower reaches, ecological environment of Bagrax Lake is deteriorated increasingly. The consequences would be too ghostly to contemplate if the deviation would not be put in right way at once.In this paper, by using four water resources utilization schemes, the aut-hors established a hierarchic structural model, calculated and worked out the optimal scheme for general goal of water resources rational use of Karaxahar and Kongque Rivers
