Connotation,Evaluation Indices,Methods and Safeguard Measures for Regional Grain Security

Regional grain security plays a fundamental role in national grain security,which usually shows marked differences in definition and connotation over time and regions.Due to regional economic development and national interests,grain security issues still exist in primary grain production provinces.In the present work,the authors analyzed in detail the connotation of grain security under different time and regional conditions,particularly giving the definition and connotation of the grain security of Jilin Province,one of primary grain production provinces in China.It was pointed out that the core issue for food security in primary grain export provinces is not only satisfying its own needs,but also ensure regional economic development and national grain supply,with the objective of meeting an increasing growth of economic development and defending against serious natural disasters and other emergencies.The authors took grain production,yield fluctuation,grain consumption,grain trade and grain storage as major evaluation induce in terms of the current situations of grain production in Jilin Province and subsequently developed a quantitative method for evaluating grain security using the method of experts questionnaire investigation.Results showed that the grain production of Jilin Province was severe shortage before the 1980's.The grain security level of Jilin Province has become relatively high in most of recent years,whereas several meteorological disasters in certain years resulted in unsafe or extremely unsafe situations.The evaluation results showed to be reliable.The major factors affecting food security are agrometeorological disasters and pests,changes in grain acreage,agricultural inputs,market prices and policies.The primary ways to ensure food security are given as follows:strengthening agricultural infrastructure construction,defense meteorological disasters such as drought,pests and diseases in agriculture,stabilizing grain production areas,strengthening agricultural technology development,improving food policy and creating a favorable market environment.
