Measuring Allocation Efficiency of Regional Green S&T Resource Based on Three- stage SBM- DEA——Taking Guilin City as an Example

The allocation efficiency of green ST resource was affected by the external environment and random factors. In order to eliminate the influence,this paper proposed three- stage SBM- DEA based on Super- SBM model to measure the allocation efficiency of green ST resource of 14 cities in Guangxi during the period from 2004 to 2014. This paper demonstrated that: The proportion of tertiary industry was beneficial to the allocation efficiency of green ST resource,on the contrary the ten thousand students in institutions of higher learning played a negative role while the influence of the percentage of the import and export trade in GDP on the allocation efficiency of green ST resource was complex. At the same time,after measuring the allocation efficiency of green ST resource,the results showed that the allocation efficiency of green ST resource in Guilin City presented a fluctuated upward trend. Besides,through the analysis of the input- output redundancy in Guilin City,this paper found that the main factors that influenced the allocation efficiency of green ST resource in Guilin were the insufficient in inputs and the lack of core industries matching with ST,so the rate of ST achievement conversion was low,the combination of production,education and science research was not close. As a result,the government of Guilin could improve the allocation efficiency of green ST resource by increasing education and ST investments,developing industries with core competitive power and fostering talent.
