Tourism Emergency Management Capability Evaluation Based on Uncertainty Measurement——Taking Enshi Autonomous Prefecture of Hubei as an Example

10 second-class indicators were selected to establish tourism emergency management capability evaluation index system from protection and monitoring capability,emergency response capability and handling capability. Unascertained mathematical method and Delphi method were used,the degree of importance and the actual performance capability of each indicator were considered. Based on these,the tourism emergency management capability evaluation model was established. The model was used to comprehensively evaluate tourism emergency management capability of Enshi Autonomous Prefecture in Hubei Province. The results showed that tourism emergency management capability of Enshi's comprehensive evaluation value was 3. 670,which was between"general"to"strong"level. Judging from the actual performance capability,the evaluation values of all 10 second-class indicators were between 3 and 4,which showed that tourism emergency management capability was still much room for improvement in Enshi. Suggestions were proposed for Enshi from tourism risk early warning,tourism emergency support capability,road traffic emergency response mechanism and self-rescue capability improvement of visitors the public.
