Dilemma of Punishing Bribes-giving and Anti-corruption

Currently,the corruption situation is more serious day by day while the strength of anti-corruption is increasing,we called it anti-corruption dilemma.Many reasons account to this dilemma,but the anti-corruption strategy of "pay attention to punish accepting bribes,but not giving bribes" shall be blamed.This strategy is to connive bribers objectively,damaged the authority of law and may results to the abuse of judicial discretion.In order to root out the soil of corruption,this strategy shall be changed and two restrictions on elements of crime shall be abolished in the legislation of bribery,that is,"seeking improper benefit" and "property".
