Optimal Design of Time-of-use Price Considering the Investment Benefit of Ice Storage Air Conditioning

With the rapid development of national economy, air conditioning load in summer is rising distinctly year by year, and the power supply may become staged and locally tight.Time-of-use(TOU) price, which is a typical price-based demand response mechanism, is able to guide users to invest and operate demand response equipment such as Ice Storage Air Conditioning(ISAC),shifting the air conditioning load and alleviate the power supply problem.To solve the problem of TOU price mechanism design, a method of designing optimal TOU price considering the investment benefit of ISAC is proposed.Firstly, K-means clustering algorithm is used to determine the number of the periods and the division considering the load shifting characteristics; secondly, a bi-level programming model is established for the design of TOU price considering the investment benefits of ISAC,in which the upper model aims at maximizing the benefits of the power company and the lower model aims at maximizing the investment benefits of the users; Additionally, particle swarm optimization algorithm(PSO) and the mixed integer linear programming(MILP) are combined to solve the bi-level programming; finally, several typical air conditioning users in a regional are analyzed for case study, and the results show that the proposed TOU price optimization method can effectively guide users to invest and operate ISAC,reducing system load peaks, and ensuring reasonable benefits for both the electricity power company and users.
