Research on Configuration Path of Phased Innovation Efficiency Improvement in High-Tech Industry from the Perspective of Global Innovation Network

Exploring the mechanism of coordinated innovation and development of high-tech industries has become an important means to build a strong country in science and technology and manufacturing. This article selects the high-tech industry data of 30 provinces in China from 2017 to 2019, analyzes the conditional configuration path that affects the phased innovation efficiency improvement of high-tech industry by using the three-stage DEA and fuzzy set qualitative comparative analysis method, and explores the regional differences in the efficiency of high-tech industry technology research and development and achievements transformation. The results show that: A the adjustment of input and output, the regional differences in the efficiency of technology RD and achievements transformation in high-tech industries are significant. There are 4 paths to improve the efficiency of technology RD. The necessary conditions of 3 paths are industrial environment and scientific research team. Technology spillover is only a necessary condition of one path. There are 2 ways to improve the efficiency of achievements transformation, and the necessary conditions include government support and social participation. The conclusion shows that the synergy effect of the internal factors of high-tech industry is the basis for realizing the dual promotion of technology RD and achievements transformation. Each region needs to formulate the development strategy of high-tech industry according to its own mode characteristics and local conditions.
