Normative Dilemma of Dog Management and Its Improvement Path

In order to response the actual needs of dog management in China, relevant departments of the State Council and local governments have successively promulgated regulations to regulate them. However, the current dog management laws and regulations themselves have some problems such as mutual conflicts, unclear contents, and imperfect obligations and responsibilities, which seriously affect the regulatory effectiveness of dog management. Under the current dilemma that the dog breeding has become a national governance problem, legislation at the national level is indispensable, its content should not only stipulate the main issues of dog management as a whole, but also respond to the problems of insufficient management order and animal welfare that have been exposed by the current legal norms. At the same time, the current departmental rules and local norms should be cleaned up in accordance with their superior laws, and there are differences and emphases in specific legislative matters and degree of regulation.
