Judicial review and judgment of the legitimacy of specific environmental administrative acts can provide a standardized and clear legitimacy judgment standard for environmental administration. “One lake and four rivers” water related environmental administrative cases provide sufficient materials for the judicial review of the legitimacy of environmental administration. In these cases, the environmental administrative subjects often do not fully take serious their subject identity, functions and powers, failing to make full preparations for the required factual basis in environmental administration, and generally relying on low-level normative documents. And the administrative procedure should be rigorous, meticulous, and standard to nip problems in the bud before they get out of hand. The problems and judicial logic embodied in the sample cases have comprehensive enlightenment significance to the environmental administrative departments and administrative personnel, and there is enough reference value for how to scientifically, rigorously carry out the review of environmental administrative legitimacy in the judicial process.
