Research on the Improvement Path of Science and Technology Policy to Promote Regional Innovation Efficiency——A fsQCA Analysis Based on Provincial Cases

The science and technology industry policy is a means of realizing the local government's governing goals and policy vision, and the rational selection and use of such policy can promote the improvement of regional innovation efficiency. Based on the TOE framework, this paper adopts the fuzzy set qualitative comparative analysis method(fsQCA), and takes 31 provinces(municipalities) and autonomous regions in China as cases to study and reveal the combined effect of the six factors on regional innovation; and the six factors are talent training, organization scale, government subsidies, systems and norms, technology introduction and technology transformation. The research results show that: “government subsidies” are a necessary condition for regional innovation; technological factors play a key role in regional innovation; there are 5 combinations of paths for science and technology industry policies to affect regional innovation, of which “technology introduction + organization scale” is the dominant path; all paths can be classified into two modes: “technology absorption” and “technology remodeling”. It is further pointed out that local governments should optimize the realization process of regional innovation from the aspects of dynamically adjusting the direction and objects of government subsidies, improving the level of basic research and independent innovation, and focusing on the adaptability and accuracy of policy measures.
