Thoughts on the reform of social assistance in relative poverty governance during the 14th Five-Year Plan period

Social assistance is the key breakthrough in the process of relative poverty governance during the 14 th Five-Year Plan period. However, the current social assistance in China cannot play its full role in poverty governance due to the low-level legislation, poor coverage according to the current assistance standard, vague standard for poverty recognition, inadequate assistance, and stagnant coordination of assistance supply between the inflow and outflow areas. In face of the above difficulties, it is suggested that more effort should be given in the following aspects during the 14 th Five-Year Plan period. First, relevant laws should be enacted to ensure that social assistance can better prevent the occurrence of poverty. Second, a stratified social assistance system should be established. Third, solid progress should be made to better integrate our social assistance effort into China′s rural revitalization. Fourth, standards of relative poverty recognition should be established to help identify the aid recipients more accurately.Fifth, early warning mechanisms are needed. Sixth, a collaborative assistance mechanism based on the inflow areas should be built to meet the new requirements of relative poverty governance on social assistance in the 14 th Five-Year Plan period.
