A Multilevel Analysis on Client Subjective Evaluation about the Urban Minimum Living Guarantee System in China—Based on Chinese Urban and Rural Poor Families Social Policy Support System Building Project Survey Data of 2013

The satisfaction of the subjects of Minimum Living Guarantee System(MLGS) is an important aspect of evaluation on the effect of MLGS. This article analyzed the level of satisfaction and its influential factors of Chinese urban MLGS by the method of multilevel analysis model on the data of the project of "Building China social policy support system to nationwide disadvantage family". The results demonstrated that:(1) on the aspect of demography, age and education variables were two significant factors which influenced the satisfaction of subject of urban MLGS;(2) the phenomena of mistakes of implementation process of urban MLGS influenced the satisfaction significantly;(3) the higher volume of allowance of MLGS, the higher of satisfaction degree;(4) the subjects of urban MLGS did not care about the effect of stigma, and they cared about the fairness of urban MLGS result from institution of open monitoring within community.
