Research on the Identification and Matching of Risks and Tools for Artificial Intelligence Governance——Based on the Content Analysis of Policy Texts

The transformative significance of Artificial Intelligence(AI)as a general-purpose technology determines the universality of AI governance risks and the diversity of governance tools.Although stakeholders’ exploration of governance reform from different perspectives can partially reveal the connotation of specific governance risks and the relevance and effectiveness of specific governance tools,few studies have outlined the full picture of AI governance issues as a whole and the governance system to match them.Considering the imperfections in the development of AI governance theory,the approach of theoretical deduction,i.e.,constructing a framework for AI risks and then developing governance tools,has limitations.In this paper,we adopt an alternative way by focusing on policy practice.Specifically,we identify AI governance risks and governance tool systems based on grounded-theory analyses of AI governance policy texts issued by the central government of China in recent years and discuss whether governance tools can match governance risks.The analyses conducted in this paper from the perspective of risk and tool identification will not only facilitate the AI policy reform and evaluation at the practical level,but also promote the construction and improvement of the theoretical framework of holistic AI governance.
